It’s not just the time, but the place. Its origins are very NorCal-specific and it got ridiculously overused around 2001-2002. I was on a different forum back then that was like 92% 18 to 27-year old AAPIs from California, and “hella” was the dividing line between NorCal and SoCalSome of my vocabulary is stuck in the 90s.
