There is nothing going both ways about it. You're just being pedantic to prove a point now.

There's a difference between a flower blooming (which you'll notice I've not called out at all from anyone, despite things like cacti not being native British plants) and a picture of a dam.

Seeing as there is a long tradition of people pushing the boundaries of the theme historically, someone saying "I took the picture in the spring, therefore the theme is spring" as a loophole would not be uncommon.

I saw a concrete structure as the focus of the pic. In itself it doesn't suggest spring. A flower blooming has an intrinsic feel of spring.

For people on the north almost any other bloom than bulb plants and and certain fruit trees equals summer.

But rest in peace, I won't bother you anymore.
 
An example where I might ask is this really spring, if you weren't the op of the thread. Because, those don't bloom here before summer.
In Boston lilacs are done by May 31, but in Maine, not that far away, they start in June. One thinks normal is what one sees all of ones life, and for each of us it is.
 
The streets of my neighborhood are lined with flowering trees, and in the spring they're filled with so many bees that there's a low buzzzzzzz heard everywhere outside. You can watch/listen here 🐝🍯🐝
