Did removing funding change anything? No.
A few people in an organization does not make the organization corrupt. Better oversight is needed. Defunding doesn't help nor hurt either.

How is it a cop-out? This is wartime in Israel I see little chance of him leaving before the war is concluded. I think any Israeli leader would have done the same thing. Recall that this is the country that had no problems with sinking one of our ships in their perceived self-defense. I think if they go down they all go down. I think they feel that if Arabs invade and they are defeated they will all be killed. These people have nuclear weapons and I don't think anyone is safe. Let's see what happens in April when the Turks are said to be planning an invasion of Gaza.
