From everything that has been released, the issue of the bond debt is not resolved, and a deal must be cut between the four parties involved, which is why the deadline is now June 2023. There is no guarantee Disney will pay. They can simply close up shop and leave. ( note Disney HAS announced 7000 in job cuts, but not where) So nothing has really changed in the situation, from the article of last April.

Florida almost certainly wants to make a deal with Walt Disney Co. to avoid prolonged litigation with one of the state’s most important employers. No “deal” can be made with Disney unless Florida satisfies the claims of everyone other than Disney who could stop it, which means either canceling the dissolution or replacing Reedy Creek with a substantially identical district.

There are four main parties who could independently sue to upend any legislation resolving the Reedy Creek matter: district bondholders, the federal government, taxpayers, and Disney. To ensure that any deal with Disney goes through, the state will have to satisfy everyone else’s claims as well.

None of the above, changes anything I stated earlier about Disney holding the cards....all of them....

Do your homework. Disney is a global company. Nothing in your article indicates the job cuts are in Florida. The other article you linked to was published in April of last year before the bill that passed the Florida House this week had even been written. The special district is being renamed and its governance is being restructured to put it on the same playing field as its competitors. It is not being dissolved and taxpayers are not picking up the tab.
That’s not really accurate. If this new bill doesn’t pass that money will be passed on to taxpayers like DeSantis wanted.

It would rename the district and align its governance structure with hundreds of similar special tax districts in Florida, many of them set up to help farmers and other landowners (including theme park competitors to Disney) administer infrastructure improvements, The 5 member governing board currently hand-picked by Disney would be replaced by board members appointed by the governor and confirmed by the state senate. Disney would remain liable for its bond debt so the burden would not shift to the taxpayers of nearby Orange and Osceola counties as some had speculated. Disney would also retain its carve outs and remain exempt from impact fees.
Your position is at odds with reality. DeSantis' punitive measure does NOT "align it governance structure yadda yadda" because in virtually EVERY OTHER DISTRICT the control is LOCAL and elected/appointed at the LOCAL level.

DeSantis' punitive measure, as you point out, is now controlled by the highly partisan governor and the highly partisan state legislature, effectively "taxation without representation"....those that live/work for Disney are specifically EXCLUDED from participation in this local government.

This is un-American.

It's all about blatant retaliation, nothing more....and retaliation against DeSantis's blatant and virulent racism, which makes it even worse.

This country is rapidly turning into something even the conservatives of past decades would recoil in horror against. There is no way any decent person would defend the Florida state government on this, unless they were as Jim Crow as DeSantis is.

Florida special districts come in many shapes and forms. Board members of most community development districts are indeed elected by their residents, but other types are appointed by county boards of supervisors or city councils, and others (ex. South Florida Water Management District) are appointed by the governor.

Reedy Creek falls in the latter category and is very unique. Unlike other special districts, nearly all the property is owned by a single corporation - Disney. It only has around 50 residents, all of whom are handpicked Disney employees who provide the votes needed on issues such as approval of bonds for park improvements.

Governance and public accountability of the soon to be renamed Central Florida Tourism Oversight District will become more like other special districts as well as theme parks that compete with Disney. In addition to no longer hand picking their own oversight board members, the California-based company will no longer be exempt from seeking approvals for environmental impact, drainage and other regulations from local authorities as other property developers must do. Nor will they be able to build nuclear power plants and airports or seize property through eminent domain. The sun is rising in this 39 square mile enclave in Sunshine State. ☀️😀☀️
