An offense can be impeachable without violating any statute. That judgment is entirely within the discretion of Congress. Impeachment is a political process, not judicial, and its results are not reviewable in any court of law.

Here's what it does say on page 60: 67% agree that "If in fact Joe Biden secretly participated and facilitated Hunter Biden's influence-peddling business, do you think that might be an impeachable offense or not impeachable?"
