The reason for the 60 vote rule is based on the same reasoning behind the electoral college. It's what makes us a Republic, not a democracy.

If it were based on just a simple majority the laws of the land would be swinging wildly every election cycle. Chaos would reign supreme.

The Republicans as I stated many times this morning, had the votes for passage and a President willing to sign it, but only the Democrats had the power to stop the bill and shut down the government.
