At the risk of sounding judgmental....When I'm in a store, restaurant, etc. and certain clientele just look shlubby. You don't need to spend a lot of money on clothes, etc. and you can have your own personal style, etc.; but not taking pride in your general appearance does reflect on you whether you like it or not.
