According to reports, the attack was focused to shut that airbase down in order to prevent further flights from dropping more sarin gas bombs. They made the point to avoid the gas stockpile at the base. Also, the attack was timed when there would be the least amount of people at that base to minimize loss of life. The U.S. even contacted the Russians ahead of time to clear out their troops from that base.

Even under the unconstitutional War Powers Act passed by a Democrat Congress enables the President to initiate military action for a period of 60 days. Congress has the power to declare war and commit the nation but "making war" isn't an enumerated power of the Congress. The Constitution doesn't require Congress to declare war either. This is why Obama didn't need to do it in Libya, or Clinton in Bosnia and Kosovo.
