No, they're really not.

This is the fallout from gang leaders being put in jail, and larger gangs getting broken up and being left without leadership.

The "heads" of small neighborhood crews are now much younger, don't answer to older gang members, and are much more apt to commit violence for minor infractions.

When you don't fix the cause of the problem (poverty, lack of opportunity), and you "get tough on crime", this is the result.

I've vacationed twice to Chicago and love it. Great food, lots of flowers, very little litter, culture, museums, and easy to get around. Of course we stay out of the war zone. I'd choose Chicago over NYC any day of the week.

It depends where in Chicago you are. The south and west sides are the worst but occasionally it spills over into the Gold Coast and Navy Pier.
