However I'm not sure when a newspaper has ever put other legal terms in quotes when describing crimes under investigation.

Apparently not if he entered a church with black worshippers and opened fire. My point is this, I took Iz's initial statements as he saying that the fear of black people drives hatred. Does he not think black people fear white people too? Or Hispanics? Or orientals? The root cause is hate, not fear. From hate may come fear but the bottom line is that this deranged 21 year old is full of hate.

Hate for people with different colored skin than he. Hate for religion. Not fear per se, just pure hate.

I think your assumption that fear of blacks would prevent him from going someplace with blacks is a bit off. Having a gun with the intent to use it can do a lot toward alleviating someone's fears when walking into a place he would expect his targets to be without a weapon themselves.
