Bob OwensSS109/M855 is one of the two most common loadings for 5.56 NATO chambered AR-15 rifles, featuring a 62-grain bullet with a mild steel penetrator core. The cartridge was adopted by NATO in the late 1970s to give soldiers better long range performance, and reduce the possibility of fragmentation seen in the prior 55-grain M193 round cartridge that some viewed as “inhuman” and “devastating.” Civilian shooters like it because it is accurate, plentiful, and relatively economical to shoot.
The 55-grain FMJ M193 round is the other most common .223 Remington/5.56 NATO cartridge used by civilian shooters, and typically provides better performance across a wider range of practical scenarios.
SS109/M855 has been harshly criticized by combat troops for it’s tendency to completely penetrate through enemy combatants with narrow “icepick” type wounds that allow enemy combatants to remain in the fight despite multiple strikes, only killing them later. The failure of the SS109/M855 led the U.S. Marines to adopt the 62-grain open-tip Mk318 Mod-0 SOST cartridge for combat in Afghanistan, and for special operations forces and designated marksmen to adopt the 77-grain open-tip Mk262 Mod-1.
The “logic” behind the ATF reclassification attempt it is that recent prevalence of AR-15 pistols means that the SS109/M855 cartridge is now an armor-piercing pistol bullet according to the absurd definitions crafted by politicians and bureaucrats who can’t tell a bolt-face from a “shoulder thing that goes up.”
The bizarre reality of the ATF letter is, that if it goes into effect, the ruling would have the opposite effect of its stated purpose.
The ban on “armor-piercing pistol ammunition” is a great idea in theory, but is utterly absurd as a practical matter. Rifle caliber bullets are much more powerful than true pistol calibers, and all will easily penetrate Level IIa, Level II, and Level IIIa “soft” body armor worn by police, even fired from rifle-class “pistols.” The key difference is velocity, not the metals used in bullet construction.
Both lead-core M193 and steel core SS109/M855 easily penetrate all police soft body armor, but the tendency of lead bullets to mushroom and fragment means that a ban on the steel core bullets that holds their shape better would mean that people shot by rifle-caliber pistols (both armored and unarmored) are more likely to suffer “devastating” wounds once the bullet penetrates the body.
By banning a less damaging bullet, the ATF would create the potential for more grievous wounds.

A notice from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) shows the agency is considering a ban on the popular M855 AR-15 round — by re-categorizing the round as “armor piercing.”
Once categorized as “armor piercing,” sales of the M855 rounds can be restricted or banned altogether under language in the Gun Control Act of 1968 (GCA), which describes marketable ammunition as that which is “primarily intended to be used for sporting purposes.”
The ammunition guidelines set forth in the GCA are intended for handguns, but are also being applied to ammunition used in AR-15 rifles because AR-15 pistols fire the same ammunition.
On Friday, the NRA-ILA responded to ATF’s pending ammunition ban, describing it as “a move clearly intended by the Obama administration to repress the acquisition, ownership, and use of AR-15s and other .223 caliber general purpose rifles.” The NRA-ILA made it clear that this is but a “continuation of Obama’s use of his executive authority to impose gun control restrictions and bypass Congress.”
The ATF’s notice makes clear the agency will be accepting “comments for 30 days” prior to finalizing ban. ATF says those comments will be received until March 16, 2015 at APAComments@atf.gov or via snail mail addressed to: Denise Brown, Mailstop 6N-602, Office of Regulatory Affairs, Enforcement Programs and Services, Bureau of Alcohol, Tobacco, Firearms, and Explosives, 99 New York Avenue, NE, Washington, DC 20226: ATTN: AP Ammo Comments.
Every time The Regime starts wringing its hands over useless gun regulations it leads to a drastic increase in gun sales. In about a week you won't be able to buy a box of ammo anywhere.

I read that after the Sandy Hook tragedy, Obama & other politicians calls for new gun control regulation caused a massive surge in semi-automatic rifle sales. Gun stores ended up selling more rifles in a month than they did the entire previous year.

Every once in awhile, I'll buy a thousand rounds of Magtech 9mm ammo in bulk on bulkammo.com for my Glock.
I don't know if this is a deal or not but they're selling 500 Rounds of .22 LR Ammo by Armscor - 36gr HP for $67.
Bass Pro is listing Rem. Thunderbolts for $2.49/box of 50 and 36gr. 'Golden Bullets' at $25.99/brick of 525. Availability is not stated.

Availability, especially at the big box stores is the key. The American entrepreneur learns the truck schedule and is lined up at the door when it opens, so that first lucky ones buy the bulk and then they take it home, split it up and sell small batches on the internet.
If the recent ruling by a Federal Court judge re. state by state firearm restrictions stands that practice will also come to a screeching halt.
