What about if you shred the ginger into tiny pieces beforehand?

I make rhubarb-ginger jam every year. I grate the ginger finely and it works just fine, it isn't tough or unpleasant. Then again, rhubarb in itself already is kind of "stringy", so the fibers of ginger don't particularly stand out if there are some.
But my point was, if you just want the taste and don't necessarily want chunks of ginger in it, you can grate it. For chunks of ginger, even small ones, you really have to boil it for a long time like Iris said. The boiling time also varies randomly, in my experience. Sometimes it'd get soft in only 45 minutes, sometimes it would take hours even if the chunks were the same size.

Last night I made guacamole, nachos and bruschetta. I do love living on appetizers one day a year, but I need some real food today!

My oh-so-traditional children decided that we HAD to have pork & sauerkraut after all. With garlic mashed potatoes and they're in charge. After the morning we had, I'm all for it. (Master's had some breathing issues so we went to the ER to rule out really scary stuff. It worked!)
