Sounds like a very reasonable proposal, although I was unaware there is a rash of unpregnant women desiring abortions, which, if true, doesn't sound reasonable at all.

D&Cs can be done for other reasons rather than elective abortion.
They are sometimes done after miscarriages, or for missed miscarriages.

In the case of an incomplete abortion (miscarriage) or a missed abortion (miscarriage) the level of pregnancy hormones will be dropping dramatically, even though the body hasn't properly expelled the fetus. If the fetus isn't removed however, the woman is in grave danger of serious infection.

So a D&C can be performed on someone who is pregnant or was pregnant .... But that does not necessarily make it an "elective abortion"

That I think is a very important distinction.
