No form of taxation is fair to everyone. The system of taxation in the UK makes the US lawmakers look like simpletons. It's a swamp that none can tread upon with safety. And the same can be said of the methods of redistribution.
The politicians of all stripes understand that without the 'rich' they wouldn't have the resources for redistribution. In the liberal lexicon the 'rich' start at the next to the lowest quintile, in the lexicon of the old line so called republican it starts with the middle quintile. No matter which party is in power it's the middle class that takes it in the shorts.
Every form of redistribution is nothing more than government mandated charity. There is no argument that there are those that through no fault of their own find themselves in dire financial straits and are deserving of a helping hand. The issue is who is going to administer that charity, what constitutes a deserving state, how much, and for how long?
