TransCanada Plans $3 Billion Pipeline With PetroChina

TransCanada Corp. and a unit of PetroChina Co. Ltd. agreed to develop a C$3 billion ($3 billion) oil pipeline to ship crude from oil-sands projects in northern Alberta.

TransCanada and Phoenix Energy Holdings Ltd. will each own 50 percent of the proposed Grand Rapids Pipeline, which will ship oil 500 kilometers (310 miles) from the Fort McMurray oil- sands production area to Edmonton, according to a statement yesterday.

The stake would be the largest taken by a Chinese company in a Canadian pipeline, according to data compiled by Bloomberg. PetroChina expects to produce 400,000 barrels a day from its Dover and MacKay River oil-sands developments near Fort McMurray, according to a website for the projects.

“Transportation in the Athabasca region has become a bottleneck,” Zhiming Li, the chief executive officer of Phoenix, said in the statement. “This transportation solution will be important to Phoenix and other potential producers in the area to monetize their huge resources.”

The plan includes a 900,000 barrel-a-day crude pipeline, and a 330,000 barrel-a-day pipeline for diluent, fluids mixed with tar-like bitumen so it can flow through pipelines. The project is expected to be in service by 2017.

Pipeline Project
“This is the first major pipeline project to meet the needs of this fast-growing area,” TransCanada Chief Executive Officer Russ Girling said in the statement.

TransCanada, based in Calgary, will operate the system and Phoenix has agreed to ship crude on it. Phoenix is a unit of publicly traded PetroChina, controlled by Chinese state-owned China National Petroleum Corp., according to filings. CNPC owns a controlling interest in PetroChina.

In March, PetroChina bought the interest it didn’t own in MacKay River through its joint venture with Athabasca Oil Corp. Dover Operating Corp., owned by Athabasca Oil and PetroChina, runs the projects...

Canada Approves Both Cnooc-Nexen, Petronas-Progress Bids

Canadian Prime Minister Stephen Harper approved Cnooc Ltd.’s $15.1 billion takeover of Nexen Inc. (NXY) and Petroliam Nasional Bhd.’s C$5.2 billion ($5.2 billion) takeover of Progress Energy Resources Corp. (PRQ)

Harper said the two transactions are the end of a “trend” and the country will no longer allow state-owned companies to take over businesses in the nation’s oil sands, and will toughen requirements in other industries.

“Going forward, the Minister will find the acquisition of control of a Canadian oil-sands business by a foreign state- owned enterprise to be of net benefit, only in exceptional circumstances,” Harper said.

The two bids tested Harper’s ability to balance the need to bolster economic relations with Asian economies while ensuring they don't gain too much influence over the world’s third- largest pool of oil reserves. Harper has been reviewing the bids under the country’s foreign-takeover law, which requires acquisitions represent a “net benefit” to Canada.

Calgary-based Nexen soared in after-hours U.S. trading to $26.95, below Cnooc’s offer price of $27.50. Nexen represents the largest foreign takeover by a Chinese firm...


...Canada’s Natural Resources Minister Joe Oliver said the country’s biggest resource projects will require nearly C$650 billion of investment to develop over the next decade.

Balancing Trade
Harper has said he wants trade and investment flows with China to be more balanced. “The Chinese are acutely aware, in my own experience, of the fact the trade and investment flows are disproportionately in their favor,” Harper said in an interview with Bloomberg Television’s Erik Schatzker Sept. 6. “They recognize that has to change,” he said, adding “we will also be seeking things from them.”

Cnooc has already made several commitments to Canada to win support for the Nexen sale. These include listing its shares on the Toronto Stock Exchange, establishing Calgary as its base for North and Central America and maintaining Nexen’s employment levels and capital spending program.

Cnooc accepted management and employment conditions set by the Canadian government, two people familiar with the matter said Nov. 20.

Negotiators for the Canadian government adopted many of the conditions requested in October by Alberta Premier Alison Redford, including guarantees that at least 50 percent of Nexen’s board and management positions be held by Canadians, the two people said.

Petronas Deal
The approval of the Petronas bid came after Industry Minister Christian Paradis blocked the bid on Oct. 19 and gave the companies 30 days to make additional concessions.

Paradis said on Nov. 14 he would rule on the deal within a “reasonable delay” after the 30-day period expired. On Nov. 20, the companies jointly extended the acquisition deadline to Dec. 30 and said they had submitting further undertakings to the industry minister, according to a statement.

“It’s quite a huge investment,” Shamsul Azhar Abbas, chief executive officer of Petronas, as Malaysia’s state-owned oil and natural-gas company is known, told reporters Nov. 29 in Kuala Lumpur. “We’re basically helping the country to find an alternative outlet. They are counting on one market, which is the U.S.”

Back on Nov. 28, “OnEarth,” published by the Natural Resources Defense Council, dug into U.N. Ambassador Susan Rice’s financial disclosures and found that she and her husband have a stake in TransCanada, the company pushing for the Keystone XL Pipeline to be built.

The decision on whether to approve the pipeline goes through the State Department.

“If confirmed by the Senate, one of Rice’s first duties likely would be consideration, and potentially approval, of the controversial mega-project,” Scott Dodd at “OnEarth” wrote. “Rice's financial holdings could raise questions about her status as a neutral decision maker.”

There's no need to look at a political map or to digitally draw a line representing the political boundary between Haiti and the Dominican Republic on the image. Do you know why a satellite photograph is perfectly sufficient? You can tell almost exactly where the political boundary line is because one side is deforested and the other isn't.

Are you seriously attempting to make the argument that the US is somehow comparable to Haiti and Madagascar in its energy needs/options? Its wealth?

And you might want to dig a little deeper into the history of Haiti, if you think it's deforested because of a simple need for energy. Take a look at the corrupt and shortsighted "interventions" that were performed there. Specifically, types of crops they were given to grow.

Buffett Railroad Sees Crude Cargo Climbing 40%

Burlington Northern Santa Fe LLC, the railroad owned by Warren Buffett’s Berkshire Hathaway Inc., will boost crude-oil shipments by 40 percent this year, helping blunt a decline in coal cargo, Chief Executive Officer Matt Rose said.

BNSF will spend “a couple hundred million dollars” on capital improvements to haul more petroleum to refineries from the Bakken shale formation in the northwestern U.S., Rose said in a telephone interview. Crude oil shipments will grow to 700,000 barrels daily by the end of this year, he said.

Crude from the Bakken, which is putting the U.S. on course to become the world’s biggest oil producer by 2020, is helping the second-biggest U.S. railroad buck an industrywide slump in commodity cargoes. Fort Worth, Texas-based BNSF’s raw material volumes were little changed in 2012 as competitors posted declines, based on Association of American Railroads data.

“We’re the 1,000-pound gorilla in the oil markets,” said Rose, 53, who has been CEO for 12 years. “Crude by rail is going to be really strong for us. It’s been a real benefit to us to replace some of that lost coal business.”

BNSF, which Buffett took over three years ago in a $26.5 billion deal, saw coal shipments fall 6.2 percent last year, compared with an average drop among North America’s seven largest railroads of 9.8 percent, railroad association data show. Chemicals carloads grew 26 percent, the most among peers.

The railroad carried more coal than its bigger rival, Union Pacific Corp., every year from 2007 through 2012, according to data compiled by Bloomberg. Both companies’ networks are centered west of the Mississippi River.

Tank Cars
BNSF isn’t the only piece of Berkshire’s empire benefiting from increasing output of shale oil produced by hydraulic fracturing. Union Tank Car Co. is already working at full capacity to produce rolling containers that carry the fuel in trains.

Rose is exploiting what he once projected would be a fleeting opportunity as the U.S. grows its oil production by the most since the first commercial well was drilled in 1859. Now he sees a “longer-term picture” moving petroleum by freight train because his network is more flexible than a pipeline can be.

BNSF is working with customers to build new loading facilities connected to its 32,000-mile (51,500-kilometer) rail network and plans to deliver crude to refineries in California, Oregon and Washington, Rose said.

It’s in talks with Norfolk Southern Corp. and CSX Corp. to carry crude to East Coast customers including Delta Air Lines Inc.’s refinery in Trainer, Pennsylvania, near Philadelphia, Rose said.

Crude Refineries
CSX is negotiating with western and Canadian railroads to allow shipments of crude oil east to “a number of refineries and terminals,” Lauren Rueger, a spokeswoman for the company, said in an e-mail. Robin Chapman, a spokesman for Norfolk Southern, said he couldn’t immediately comment.

“When you look at the flexibility of where this crude can go, this can be a very long-term business venture,” Rose said. “We’re out there right now working with a plethora of customers creating destination plants that allow this crude to get in markets where, five years ago, it would have been unthinkable that we’d be bringing crude into a place like Philadelphia.”

Nebraska Governor OKs New Keystone Pipeline Route

Nebraska Gov. Dave Heinenman announced today that his state had completed an evaluation of TransCanada's Keystone XL pipeline proposal.

In a letter to President Obama and Secretary of State Hilary Clinton, Heinenman said they were satisfied with a new route that avoids the environmentally sensitive Sand Hills so the state has approved the route.

Heinenman said the decision was made after soliciting public comments and analyzing the "environmental, economic and social" impacts of the pipeline.

Heinenman said that TransCanada had agreed to "mitigation measures," including an "Emergency Response Plan for a crude oil release" and an agreement to pay for "any spill associated" with the pipeline.

If you remember, the Keystone pipeline has become a rallying cry for both environmentalists and Republicans.

Environmentalists have urged President Obama to reject the project because it would be detrimental to fragile soils in the state, while Republicans have criticized the administration for delaying a project they say would bring jobs and more energy independence.

The ball, Heinenman said in his letter, is now in the court of the State Department, which will ultimately decide on the fate of the pipeline.

If you remember, a year ago, the Obama administration denied TransCanada's permit to build the pipeline. The State Department cited insufficient time to review the environmental impact, but encouraged TransCanada to reapply.

The AP adds:

"The pipeline has faced strong resistance in Nebraska from a coalition of landowners and environmental groups who say it would contaminate the Ogallala aquifer, a massive groundwater supply.

"Canadian pipeline developer TransCanada and some workers' unions say the project is safe and will create thousands of jobs."​
