How old is he? Below 27, I would recommend the SMJG meetings. They meet every third saturday per month in Stuttgart downtown. They also have IRC channels available, where he should be able to get in contact with them. They might also be able to provide further hints.

The 'Arachne' would be the place if he is interested in 'professional services", but only if he is looking for a female play partner.
