In the 1970s, parts of the Bronx were plagued by a wave of arson. The burning of buildings was predominantly in the poorest communities, such as the South Bronx. One explanation of this event was that landlords decided to burn their low property-value buildings and take the insurance money, as it was easier for them to get insurance money than to try to refurbish a dilapidated building or sell a building in a severely distressed area.

This was true but a lesser known phenomenon was also taking place in other Northeast urban centers where old buildings were torched or knocked down for their bricks and their brown stone.

1,000 used bricks typically sell for $600 to $1500 depending upon the quality with some rare types of old bricks selling for as much as $5 each.

Others have suggested a "planned shrinkage" of municipal services, such as fire-fighting.[64][65][66] There was also much debate as to whether rent control laws had made it less profitable (or more costly) for landlords to maintain existing buildings with their existing tenants than to abandon or destroy those buildings.[citation needed]

Out of 289 census tracts in the Bronx borough, 7 tracts lost more than 97% of their buildings to arson and abandonment between 1970 and 1980; another 44 tracts had more than 50% of their buildings meet the same fate. By the early 1980s, the Bronx was considered the most blighted urban area in the country, particularly the South Bronx which experienced a loss of 60% of the population and 40% of housing units. However, starting in the 1990s, many of the burned-out and run-down tenements were replaced by new housing units.[68]

Question: Why should a communist country need to have access to capital in Western countries?

How can socialism succeed if it must depend upon foreign trade with capitalist countries?

The housing projects of the 1950's destroyed the local culture in Chicago. Cabrini Green likely represented a large number of the homicides going on after 1960.

All in all, Chicago exemplifies the effect of unintended consequences.

Urban renewal was a buzzword of the time and what they did was replace communities with housing.

Entry level jobs in neighborhood grocery stores and places like that were obliterated. Social gathering places like bars and churches were likewise obliterated.

The result was that mostly well intentioned urban renewal projects ended up creating slums and causing/facilitating skyrocketing crime rates as the fabric of urban culture was utterly shredded.

That proves changes in racial demographics happened - which no one denies - but it does not prove they are the cause of changes in crime rates.

Query: If the crime rate is lower with one ethic population, and that ethnic population gets replaced with another whereby the crime rate immediately increases; what is the cause of the rise in crime?
