If you dispute the WSJ analysis, here’s a similar graph from the US Energy Information Administration. Some slight disparities between the two but the slope and magnitude of increase beginning in 2021 tell the same story.

Power prices rising or falling on any one president have no bearing on who is the President. He doesn't set industry pricing. His policies don't over rule the EIA either.

The Biden administration is implementing a first-time policy that will be a game-changer for millions of Americans.
As detailed in The New York Times, the Environmental Protection Agency is "requiring municipal water systems to remove six synthetic chemicals linked to cancer and other health problems that are present in the tap water" across the country.
