Pretty much.I guess it's the reverse of this fallacy:
Anecdotally, when the Soviets first cloned the B29 bomber, after one came down in their territory after being flak damaged over Japan, they replicated the shell holes in the fuselage, "just in case Stalin (or Beria) found out."
Same with their first bomb - Kurchatov knew he could improve on the stolen design, but Stalin and Beria didn't fully trust the scientists, so their first bomb replicated the Trinity shot almost completely.
