All in one, yes. I bought something very inexpensive so that I could get an idea of what I wanted in my stockings/garters, and this set is accordingly flimsy. The elastic around the top of the stockings is too narrow to stay in place without rolling (#bigthighproblems ), and the waistband and 'garter' bits are just lengths of stretch lace and really don't do anything beyond looking pretty. Also, I have rather short legs and the 'garters' are a few inches too long, disguised here by my position.
If i were wanting to invest in something for regular wear, I'd definitely go with a traditional six drop suspender belt. Although my first pair of fishnet holdups (thigh highs for us Americans) were under ten bucks from Wal-Mart and were surprisingly well made for the price - very soft, and with a band wide enough to stay put for the duration of an evening's activities.
