He has been banned twice in the past two days Eaktron ( spelling) and now dimmuBurger. I don't think the owners have that ability, and even if they did, you can spoof an IP via a VPN.

He got banned for coming back, immediately identifying himself as a recently banned poster, and stating that Lit was misapplying its rule prohibiting threats of violence (i.e. not recognizing his interpretation of the word "threat", but simply banning him for his political orientation, which just happens to involve promoting violence against people he does not like).

Unlike Busybody, BoBo has not figured out that he can't promote violence. Busybody figured that out a long time ago after he was banned for advocating to bomb Democrats.

Deplorables, let us once again help you understand, promoting violence is the red line.

"Rightguide" had at least four usernames, all of which he posts under concurrently, and "Bud Spencer" currently has at least three.(Not counting at least three others of his that have been banned over the years.)

So yeah, multiple user accounts are a "thing" on this forum and I'm sure those two aren't the only ones who get away with it.
