Honestly this is where I was incredulous. Smith clearly physically struck Rock in front of million of people. There is no need for Rock to file charges. It’s the same if a man strikes a woman in front of others. The woman need not file charges - the government can and frequently steps in to file those charges. Even if the victim refuses to testify, a police officer can testify as to the crime.
