Well for a start we can discount the signing of the disarmament treaty. As both sides are allowed to stockpile their warheads, there is no disarmament. And as Russia agreed not to raise the question of MDS then that avoided any nasty rows between the two.
No, the real reason for Bush's cosy get together with Pultsin rests on the very different needs of the two countries.
Russia, economically bankrupt would like nothing better than to join the globalisation of the world. Yes the same globalisation which is causing so many protest marches and clashes. And how better to join this rich club than to openly woo the greatest globialiser of them all?
America desparate for new friends and allies since Bush has systematically dismantled old ones, is quite happy to be wooed by it's once former enemy. She wants people to guard her back whilst Bush continues with his 'war' on terrorism. Something that Russia considers a small price to pay to join country club set.
So forget arms treaties and body language between the two men and the nice things they're saying to each. At the end of the day they both want different things.
And it's not clear how well their new found friendship will flourish if Bush goes ahead with his MDS, and when he starts getting the requests for financial help from Russia.
