Oh - I've read the bylaws up and down... they are well OUTSIDE the rules... I just have to prove it before I call them out!

Or a properly presented ass cheek.

For a female, try a quick cooter punt.
Never had to use it myself, but the technique has merit and I've heard good things about changed behavior after application.

Throat punching or simply making a fist and glancing at his nads will give most of the fellas pause and adequately alter behavior to more socially suitable norms.
