The good news with arm hair is if waxed your arms, the hair that grows back wont be nearly as stubbly. The hair that grows back after waxing is softer, and if you were on hormones with it, it would even be softer, and would likely look feminine. Also, I am a fan of loose socks (wiki them, short answer is really really long socks)The hairs themselves are thick too, which makes shaving them take a looong time, and requires the ritual sacrifice of a disposable razor's sharpness.
(I won't even mention my arms. I shaved them a few times, but the stubble spawned so many awkward comments that it became obvious that unless I wanted to wear long sleeve shirts for the rest of my life, keeping them smoothe would not be a viable option.)
As to the 'Why' question, we can all agree that girls are afforded a lot more freedom with what they wear. And frankly, I like the human figure. Everything for guys short of wifebeaters, bike pants, and a few other things that would be strange for me to wear seems to be loose-fitting, and fairly unflattering in the presentation of the body. I figure that I don't really look too bad. With a bit of work, I think that a more feminine wardrobe would do wonders for my appearance, and could emphasize the things I'd like to be able to emphasize about my body. Not to mention I don't have to deal with constantly trying to wear clothes that try to push how cool, witty, or stylish I am, and instead I can just show any of those things myself with my own choices.
That kind of freedom is worth a lot to me.
Though in truth, I'd do it all just to be able to wear cute stockings on a daily basis. <3
