"At 2:23 PM on Saturday, September 14, 2019, Dispatch began receiving multiple calls regarding a reckless dangerous driver. Citizens stated that a man driving a 2001 tan Toyota was driving into oncoming traffic, driving in and out of the median, running other vehicles off the road, and speeding in excess of 100 mph. When the first call came in the suspect driver was in the area of Rabbit Creek and the New Seward Highway.

As the callers were giving location updates, officers responded to the area and conducted a traffic stop on the vehicle when it turned into Tesoro’s parking lot at C Street and Northern Lights Boulevard. When police approached the vehicle they gave the driver commands. 41-year-old Joseph M. Standifer complied and stepped out of the vehicle to perform Standardized Field Sobriety Tests (SFSTs). Standifer participated in some of the SFSTs but then refused to do so any longer; the decision was made to arrest him.

After placing Standifer into handcuffs, he was walked over to a patrol car. During the pat search Standifer attempted to kick the officer more than once. The officer escorted Standifer to the ground, and with the assistance of another officer, put Standifer into full restraints. While that was going on another responding officer went over to the Toyota and saw a loaded shotgun lying in the rear seat. The gun was unloaded and subsequently seized as evidence.

After being transported to the Anchorage Jail for further processing, Standifer refused to provide a breath sample. Standifer was remanded on five outstanding warrants. He was additionally charged with Operating under the Influence, Resisting, Possessing a Deadly Weapon without Informing, Firearms – Drunk in Possession, and Refusal. He was also cited for Driving While License Revoked."
