President Biden explained the Marines's humanity mission in his State of the Union Address. Marines are to build a temporary landing dock for ships to offload food, medical, and humanitarian supplies. The distribution will be determined by other parties. There will not be US troops stationed on shore.
Dock capacity should be sufficient, along with improving truck entries, to establish the pre-war level of supplies.

Because they fear once they take them in Israel won't allow them back in while moving illegal settlers in like they're doing in the west Bank.
Not to mention it would be seen as supporting the efforts of the Israeli government to effectively ethnically cleanse Gaza of Palestinians a position that's deeply unpopular in their own countries.

What is wrong with the current humanitarian program where we need the US Marines to be involved?
Is a dock (which is actually called a wharf for those who aren't simpletons) gong to stop Hamas from confiscating the goods after they're offloaded from ships?
Hisarpy first states there is nothing wrong with the current humanitarian program
He then goes on to imply Hamas has been confiscating from the existing humanitarian program. The one he just finished stating there was nothing wrong with it.
And he wonders why we doubt his legal prowess....
