Because the general mentality of 3/4 million goofballs who live up there is they would consider that lil' pond to be perfectly swimmable even in the state it's shown in that picture. No ... truth be told, even when the ice melts off the sign, the waters still so damned col up there that you'd freeze to death. They used to have signs that just said "Don't be so stupid as to enter this freezing cold water", but the goofballs did it anyway.
