As it was Trump who drained the FEMA funds in order to fund immigration stations during his car crash presidency, one can only concur.
It was a shame I missed the one where Trump introduced Elon Musk as 'Elijah'. That would have been amazing.

The SSP was established by Congress to replace a similar program. It was also funded by Congress. FEMA worked with DHS as required by Congress to dispurse.the money as allocated.
