There is already a process in place. The Foreign Intelligence Surveillance Act of 1978 provides ex parte proceedings solely for the DOJ. Bush should have applied for a FISA warrant. It takes less than twenty four hours to get one. Arnie has some viewpoints that are more in line with what most Californians are like, and Bush doesn't agree with those viewpoints. It doesn't mean either one is wrong about how they see things.
