Let's say they won. Even if they lost, of course you had control. What if your entire neighborhood felt that way, that they had no control?
It's a very hard thing to do, I know, to get people who normally don't vote to start voting.
My one vote against millions? That's control? Voting just make people feel like they made a difference, but in reality they didn't.
