Cigs are cheapest in Belgium or Andorra. The first village in Belgium just up the main road from Calais is full of tobacco warehouses selling to the overtaxed British (and now French) smokers.

Coach day trips to France for cheap wine and beer divert just over the border into Belgium for half an hour's frantic ciggy buying.
