Visually, they can definitely be attractive as long as they aren't too big. I know some pretty girls who were flat-chested and who put on a pair of medium size silicone boobs and it improved their confidence noticeably and it fits their looks very well. Touching them can feel weird though as they are much harder than real ones.
As with everything else, fake boobs have their pros and cons, and whether they are an improvement or not depends very much on the person and the circumstances.
