I am not a woman, but I'm going to venture to say that some people are better at estimating than others and some people can be way, way off.

I would say that there are definite characteristics that will determine this in general. There are always exceptions, but in general certain characteristics coincide to a high average. And if you've ever listened to a group of women speak freely about this topic, they are dialed in on those factors!

I think you're measurement approach is a lot more accurate/consistent than a lot of people.

Those previously mentioned big studies place the average worldwide length at only 5.2" and I think girth at something like 4.6". As policywank and others have pointed out, I think many are selecting from attributes that lend themselves to a larger average. I think pop culture also tends to project black guys into certain roles.
