It allows a people to don the yoke slowly, in stages, getting used to it by degree accepting as normative their true life partner.

Even Saddam and the Mullahs see the value in it, no democracy can criticize a democratically-elected leadership with the world's NGOs finding the elections fair and legitimate because everyone has the opportunity to vote for the hand-picked candidates of the ruling party.
