Food stamps exist to lure the poor into stores where theyll spend their AFDC money on crap once the groceries are got with the stamps. But the poor are smart. They get the groceries at the food banks and use the food stamps for the steaks.

If I was doing it I'd distribute flour, sugar, corn meal, cooking oil, butter, milk, veggies, and meat to recipients. Say 4 ounces of meat, per person, per meal, and limit the meat to hamburger, chicken, and pork.
