Conduct unbecoming of a member of the House of Representatives in order to intentionally interfere with and unnecessarily delay or prevent a vote by the House. That's worthy of expulsion.

His "I didn't know that pulling the fire alarm would make it go off" excuse is patently false and is an attempt to try to avoid the "intentional" part of the crime. However, he INTENTIONALLY pulled the fire alarm. Whether that would cause the alarm to go off or not is irrelevant to his intent to do it.

All in all, it's a fairly minor thing. DC probably has a set fine in their municipal code. Impose that. Have McCarthy and Jeffries come up a House fine and impose that. Maybe a Censure vote. Then move on.
