The reason he didn't assign the best candidates to leadership roles is that those candidates would have moral character, which might cause them to oppose his demands for retribution. So, Trump chose the worst of the worst: the suck-ups, the Fox broadcasters, marginal bribe takers, and DOJ staff with little experience and no sense of separation of powers between themselves and following orders to prosecute those who spoke out or participated in his legal trials. His first test for all of them was loyalty to Trump. It didn't matter that their skills suited their roles. That's clear in the chaos we see every day.
Don't malign Gomer Pyle. He was a Marine [fictional, of course] with honesty at heart and did good by his fellow troops in everyday adversity. Trump would never pick Gomer. He wouldn't lie for him.
Lies, lies, lies TDS is overrated and no longer a good trope to sling out there, Bubba. It doesn't resonate any longer among the MAGA, who are still demanding that the Epstein files be released. More proof of that? Check Trump's approval ratings.
