Scrimp: food "basics" (Flour, basic produce, day-to-day meat purchases), transportation costs, household goods (except toilet paper!)
In general, unless there's a reason not to, I will always buy the generic or off brand product.
Splurge: "special" food/drink (alcohol, tea, good cheese, exotic/new foodstuffs, meat for special occasions), pet items (they can't make the choices for themselves...I should at least give them decent quality!)
