A bit of assumption on my part: You're in Canada with a FTA receiver picking up US signals (specifically DISH network). As you can't subscribe legally it's not really stealing, especially if you already subscribe to Canadian CATV/satellite.
The way you reprogram the thing is different for each receiver. You have to go back to the source you purchased from for instructions which SHOULD'VE been included. That assumes you have the new keys. If you don't, you're hosed until you get 'em.
Note that I've never owned an FTA receiver and have been out of that 'world' for many years now. I simply remember a lot about it and know how it goes.
(Now if you're ripping off BEV all bets are off.
