I believe he's trying to say that the police shoot seven times as many innocent people as victims shoot. The syntax could use a little editing.
Citizens are deputized, with the powers of citizen's arrest. Any citizen, at least in my state, can thwart the design of a felony, with deadly force if necessary.

Amazing how that works out, heh? Unfortunately that number for the police is across the entire spectrum. It covers individual crimes, far more numerous, than demented mass shooters.

I just figured the innocent bystanders/potential rampage victims were more afraid of getting shot by the cops than the ersatz Lee Harvey.

I think the vast majority of cops do a good job. Sure there are some cowboys and some criminals who obtained a badge. Still it's a job I'd not want, but respect.

The problem is not the cops, or any 'cowboy' attitude. They want to live too and they have sparse information to work from. It is axiomatic that the victim knows exactly who the perp is, no room for confusion.
Looked at from that perspective is it any wonder that the stats are what they are?
