Obama has the authority to issue executive orders and decline to prosecute criminals such as illegal immigrants, so the question becomes: CAN OBAMA DECLINE TO PROSECUTE ALL CRIMINALS AND DECLINE TO EXECUTE ALL LAWS?

Asked about it Obama said NO but couldn't think of a line where executive action goes too far.
