It is called speed tape and it is aluminum tape that is of a specific thickness and has a very heavy glue on one side to make sure that it doesn't come off in flight. It is approved for use on all aircraft and is used more than you'll ever know. There is nothing wrong with it being there as if it wasn't the flight would have to be cancelled. Then people would complain about not getting to their destination - NOT concerned that the plane HAD to be fixed to fly.I am trying hard to convince myself that there was a coating peeling off that winglet, and that the similarity in shape and texture to duct tape is coincidental.
