It's my understanding that the 1-900 sex line numbers were appealing during the pre-internet era, when sexual content was at a premium and people were willing to pay by the minute for it. The internet killed that, although the last pay-per-minute 900-number holdouts finally vanished around 2012.

I remember my MILF co-worker in 1984 coming in one day, furious that her teenage kid had rung up $200 in 900 phone charges. Early on, they didn’t say what the charges were. After a tidal wave of complaints about teenagers doing what my co-worker’s kid did, the services began stating up-front what the rates per minute were.
