That car in my part of town at dusk?
It would have been pulled over here, too.
It's not just race, it's economic.
Up here though, the poor people dont have easy access to guns.
So we impound their cars for not being roadworthy instead of shooting them.
This tends to keep them in their district.
For quite some time I found myself without a driver's license after a bit of a dispute with the city of Scottsdale. Whenever I got an assignment up in North Scottsdale I would rent a car to go up there rather than drive one of my beaters because I would get pulled over invariably in those neighborhoods.They would find a reason to pull me over. An obvious rental attracts no attention.
The other thing that people don't realize is that the prefix on license plates in some jurisdictions tends to indicate what part of town your license plate was secured in.
