Negative. Mile Zero is Dawson Creek. Fort Nelson is about Mile 284
Well, as I remember, the caption of the photo was at Ft Nelson and they said the start of the work. Forgot about milepost #s, but do recall that an advance group did start from Ft Nelson.
Dude needs to get a bit of curvature on that stick. As the ultimate referee I doubt he will get penalized for it.

I'm all for settling refugees in the north. We need more folk up there. In old days immigrants went to frontier and pioneer lands. Cash spent resettling refugees would indeed benefit northern communities. Considering conditions were they came from remote northern community might still be an improvement.
Yeah I'm betting American native far north communities have just as much to complain about.
