Natalie, our somewhat typical for this sort of thing naive, shy-ish, prudish, sheltered and underappreciated beauty goes to college, where she makes new friends with much more broader horizons.
Over holidays or just a long weekend, they travel to another town where they accidentally (or maybe not quite, but if so Natalie doesn't suspect so) run into some kind of sanctioned public nudity Event. Could be as mundane as World Nude Bicycle Ride, but more probably some kind of more focused protest to carry the further plot. Natalie is shocked by the brazen nature of it, but feels strongly for the cause... long story short, she strips and join the action, making quite an impact. There's not at all that many of the actually nude people and she's like the only, or next to only one spontaneous and unaffiliated with the organization staging the Event and most pretty participant by far. She's certainly been noticed, and yes, filmed and photographed, but only in the heat of it when she doesn't think about that at all. And she cuts it short and leaves early (may or not be, for some hot sex in (relative?) privacy with her companion(s)).
It may have remained one off freak incident, but back at the college next week, she's hunted out by a team of overenthusiastic journalists on a mission to interview notable participants of the Event, and she's certainly piqued their interest. And it's not enough to just interview her, they want staged posed nude photos, outdoors, pretended to be at the Event still, and ideally would want to film the interview with her in the nude. She's reluctant, but let them word her into complying with their suggestions, for the cause, and as direct extension to the Event where she had been nude and had little problem with it.
This activity doesn't remain unnoticed by others, eventually including local authorities. Luckily, they aren't hostile after learning the details. Far from it, they quickly become rather needlessly oversupportive and willing to more that tolerate her nude activism and promote it, even before her interview goes viral...
