I could not get your question about why we have the 9/10 as part of the price of a gallon of gasoline. A search on the net did not do me a whole lot of good. So I emailed an expert at Oil-gasoline.com, George Clemen. Here is his response as to why we have the 9/10 as part of the price of a gallon of gas:

"Pricing at 9/10 is a long standing marketing tool
to make it look like the price is really lower
than it is. Consumers tend to overlook the
fraction when considering the price. George"
