.ART or .BMP formats aren't accepted as avatars because they're not compressed formats.

If those are the only formats available for saving the sized image, then choose BMP.

Convert it to JPG by opening the saved imae with almost any image editor or viewer and choosing Save As on the file menu to save in JPeG format or GIF format.

(or download irfanview and use the batch conversion utility)

I was able to post this in my brower and get the picture you wanted sized. Hope you like it. In the future, save the picture to your hard drive. Post it here as an attachment and then someone can help you resize it. Beautiful picture by the way.
