nevermind i just downloaded a version of photoImpact 7 online, its FREE!

The free version only works for 30 days. After that, you're going to need to spring for the $89.95 + Shipping -- actually a good price for decent Photo-editing software if it will do what you want it for.

A truly free program that does a very good job of resizing, is IrFanview. (a google search turns up at least a dozen places you can download it.)

I had to convert it to JPG to get a good resize, but it still distorts a little.
